Phantom Liberty is the expansion to Cyberpunk 2077, built by CD Projekt RED and published by CD Projekt. It drops V into Dogtown, a walled-off district of Night City run by a militia and a leader who rules with an iron fist. The story begins when the orbital shuttle carrying the President of the New United States of America is shot down over this district, and V becomes the only person positioned to help her.

With NUSA sleeper agent Solomon Reed and the returning Johnny Silverhand backing you, the expansion works through espionage, shattered loyalties and political intrigue, adding new courier jobs, gigs and missions alongside a main quest built around freedom and loyalty coming at a cost.
